4c08ef4b21 Add voucher-line party (تفصیل) and allow cache-control CORS headers. 
Supports accounting journal detail parties and preflight from the Vite client that sends Cache-Control/Pragma.

daf185587a Fix accounting migrations so fresh deploys create regarding and event_name columns. 
Make 0009/0010 idempotent and aligned with current models so server migrate after a wipe does not miss schema fields.
